DUTIES
This is a senior management position designed to provide leadership for the Institute’s consulting subsidiary. The subsidiary is expected to leverage on the goodwill of the Institute and the wide array of expertise and competencies that reside in its membership to offer value-adding professional advisory services to enterprises.

GROUP HEAD, LEARNING & DEVELOPMENT   ES 141

DUTIES
This executive will coordinate the Institute’s efforts to provide cutting-edge training, research, strategy, learning and capacity building services and products to members all through their career. These will be in addition to library and publication services. Being a highly competitive endeavour, the search is for candidates who could develop these services as value-adding business activities that members and non-members will readily patronize.

HEAD, BANKING SCHOOL ES 143

This is a senior management position created to lead and actualize one of the new initiatives of the Institute designed to provide greater opportunities to the teaming number of individuals within and outside the banking and finance industry wishing to acquire professional banking/finance qualifications. The Banking School will provide quality professional banking and finance education, training and certification.

QUALIFICATIONS:

DUTIES
This manager will drive the Institute’s initiatives in leveraging every aspect of its activities with ICT, including membership services, e-learning, e-payments, on-line student registration, examinations/certification and service innovations.

BSC/HND in ICT/Engineering; Relevant Certifications
5 years in Software Development, Systems Administration and Project Management

GROUP HEAD, CAPACITY BUILDING/CERTIFICATION ES 140

DUTIES
A key component of the Institute’s new drive is a total reform, driven by ICT, of its capacity building and certification/examination services, including computer-based testing, accreditation of partner institutions, development and management of institutional linkages and the introduction of a whole range of single/multiple subject certifications and licensing regime. To drive these initiatives, the Institute needs to recruit an executive with an intellectual bent and a commitment to excellence.

DUTIES

Vacancy at a Non-Bank Financial Institutions Regulatory Auth.

  • DIRECTOR- CAPITAL MARKETS
The Non-Bank Financial Institutions Regulatory Authority (NBFIRA) is the Botswana parastatal regulator responsible for the stability, fairness and efficiency of all non-banking financial entities registered in Botswana, including the multiple participants operating in the local capital markets.
NBFIRA is seeking an experienced and proactive individual to take on the senior management responsibilities of Director of Capital Markets to oversee the effective operation of its core business in the regulation and supervision of the rapidly expanding local capital markets operators and participants. This is a full time position with a government agency requiring both technical experience and personnel management skills.
Reporting directly to the Deputy CEO, the Director of the Capital Markets Division will lead a team in the development and review of the regulatory framework for capital markets and ensure that NBFIRA risk-based supervision policies and regulations are in line with international best practices.  The Director will also manage a staff in charge of ascertaining compliance with established rules and regulations by the capital markets entities under supervision.

CORE ACTIVITIES AND ACCOUNTABILITIES
Makes an input into the development of Strategic Plans and institutional capacity for NBFIRA and oversees smooth implementation;
Develops and manages divisional budget budget in line with set guidelines;
Effectively manages and develops the department’s human capital, instilling a high performance culture in order to achieve the Authority’s strategic objectives;
Leads in the development and review of the regulatory framework for Capital Markets in order to create an efficient, orderly and fair market;
Leads in the development and review of consumer protection and public awareness policies in order to ensure consumer and public confidence in the markets;
Develops and Reviews fee and levy structures and makes recommendations to senior management and Board of Directors
Develops and manages the divisional budget in order to ensure optimal resource utilisation;
Ensures that new products/services are thoroughly screened prior to granting or recommending approval in order to ensure market stability;
Reviews licensing applications and recommends approval to the Deputy Chief Executive and/or the Board;
Builds sustainable business relationships with key stakeholders in order to promote the business of the Authority;
Interacts with international and regional financial regulatory authorities to broaden one’s knowledge and to keep abreast of developments in the markets;
Undertakes such other related duties as directed by the supervisor.

EXPERIENCE AND QUALIFICATIONS
The ideal candidate will demonstrate the requisite technical abilities as well as direct personal experience working in capital markets or other financial services businesses. Professional experience within a regulatory environment employing risk-based supervision practices will be considered a definite plus. Critical competencies for this senior management position include:
- Professional qualifications and appropriate experience in the fields of finance, regulation and compliance environment
- Demonstrated abilities as a strong manager, motivator and team builder
- Strong analytical and numerical reasoning ability;
- Excellent negotiation, communication (both written and oral) and interpersonal skills
- Good professional judgment with quick decision-making and problem solving skills
- Advanced Degree in Finance, Accounting, Law, Business Management or related field
- Integrity and high ethical / moral standards

JOB ROLE AND DESCRIPTION

The Executive Director, reporting directly to the Managing Director and Chief executive Officer, has over all leadership responsibility for the formulation and execution of the Bank's strategy for the consumer and commercial banking market segment in line with the business objectives agreed by the Board of the Bank. Other related responsibilities include:

• Identification and segmentation of target markets and development of strategies for easy penetration.
• Build the organizational structures and business teams capable of delivering distinctive performance. In particular, work to improve the quality and depth of management talents, particularly senior management talents for effectiveness.
• Definition and evaluation of the performance measures for business teams and the periodic reviews of target market studies and opportunities.
• Address and establish an agenda of top issues and opportunities to improve Consumer and Commercial Banking services in the Bank's performance and growth.
• Ensure business compliance with Bank's policies, procedures and corporate governance expectations.
• Facilitate and present periodic business performance review reports to the Board.
• Participate in other Executive Management Committees and related

REQUIRED ACADEMIC QUALIFICATION
• First degree, preferably in a numeric discipline e.g. Economics, Business Administration and Accountancy, ete. or related field with a minimum of Second Class Honors (Lower Division).
• An MBA or any other Masters Degree, or related professional qualification is a must-have.
• A minimum of 17-20 years in relevant job role as well as multi-functional role experiences in Banking in line with CBN requirements.
• Excellent credit analysis and appraisal skills. Sensitivity to the operating environment and sound knowledge of local operating environment and business transaction dynamics, including relevant regulations e.g National Budget, Foreign Exchange & Monetary policy guidelines, ete.

KEY PERFORMANCE MEASURES
The performance of the Executive Director will be determined by the overall performance of the Consumer and Commercial Banking Sector measured by the agreed performance indices (including, but not limited to percentage growth in Balance Sheet Size, Gross Earnings and Profit Before Tax) for all the groups under the sector, amongst others.
