Finance and Administrative Officer at IntraHealth International

FINANCE AND ADMINISTRATIVE OFFICER

OVERVIEW
Led by IntraHealth International, CapacityPlus is the United States Agency for International Development (USAID) funded global project uniquely focused on the health workforce needed to achieve the Millennium Development Goals. Placing health workers at the center of every effort, CapacityPlus helps partner countries achieve significant progress in addressing the health worker crisis while also having global impact through alliances with multilateral organizations.  In Nigeria, CapacityPlus will provide a package of human resources for health (HRH) technical assistance responsive to the priorities of the Government of Nigeria.  CapacityPlus will also continue supporting interventions for Social Service Workforce Strengthening (SSWS).

PRIMARY RESPONSIBILITIES
The Finance and Administrative Officer is responsible for the financial, procurement and other administrative functions of the CapacityPlus Nigeria office.  S/he supports general logistical and administrative support to the Senior HRH Advisor and other staff.  S/he works closely with the CapacityPlus Nigeria Operations Manager and IntraHealth Finance Unit.

ESSENTIAL FUNCTIONS
Ensure compliance with IntraHealth/CapacityPlus Nigeria Field Manual;
Coordinate and schedule appointments and meeting arrangements with key in-country clients and stakeholders, as requested;
Assist with in-country travel and accommodation arrangements for project staff and consultants as requested;
Record and/or distribute meeting agendas, minutes and other project related communications as directed;
Assist with contracting and payment of locally-hired consultants; 
Maintain bank accounts and provide internal controls as well as prepare bank reconciliations for all CapacityPlus Nigeria bank account;
Maintain up to date, accurate and complete financial records as well as prepare monthly financial reports for the CapacityPlus Nigeria office;
Assist in tracking monthly expenses against the budget and monitor and communicate budget performance;
Assist with quarterly projections of project expenditures and accruals;
Assist with payment processes, preparing vouchers, recording payments, preparing cash advance requests, preparing travel authorizations and expense reports;
Ensure payments are made in accordance with Intrahealth/USAID procedures and regulations
Prepare and process payroll for the CapacityPlus Nigeria staff;
Pay office expenses and maintain records of expenditures;
Develop and maintain records pertaining to inventory including vehicle log book;
Monitor  stock availability to avoid stock outs, the use of office equipment and arrange for servicing/maintenance accordingly;
Ensure filing, office maintenance, faxing, phone duties, and customer relations;
Other administrative duties as needed.

EDUCATION/EXPERIENCE REQUIRED
Degree in or equivalent to finance or business administration
Minimum of five years of relevant financial management experience
Preferred experience working with USAID-funded projects
Solid administrative and organizational skills and attention to detail
Experience with accounting software and Microsoft office software
Excellent customer service skills. 
Excellent oral and written communication skills in English

Achieving Health Nigeria Initiative (AHNi) is a non-profit organization that promotes social-economic development by supporting global heath and economic initiatives in Nigeria.

It was established as an affiliate of the Family Health International (FHI) to sustain FHI’s achievements in strengthening indigenous organizational capacity in Nigeria. AHNi currently has its headquarters in Abuja and two zonal offices in Nigeria. It implements several USAID-sponsored projects in seven states of Nigeria. To strengthen our operations in the country, we are seeking qualified candidates for the following position

DIRECTOR – FINANCE (LAGOS)

RESPONSIBILITIES
Manage both the accounting and finance for AHNI/NIGERIA and ensure compliance with the contractual requirements of funders with the objective of providing professional accountancy services consistent with generally accepted accounting principles

REQUIREMENTS
BSC/BA in accounting, finance, business administration or related field
At least 9 years relevant experience of which 5 years in international development programs
OR MS/MA in business administration or social sciences or related field with at least 7 years related experience of which 5 years in an international development program
Possession of CPA, ACA, ICAN or recognized equivalent is required. 
Expert knowledge of donors regulations, familiarity with the Nigerian public financial sector and NGO or CBO will be added advantage

IFC, the private sector arm of the World Bank Group, is the largest multilateral provider of financing for private enterprise in emerging markets. IFC provides loans, equity, structured finance and risk management tools as well as advisory services to build the private sector in developing countries. IFC invests in private sector projects that are financially and economically viable and have a substantial development impact. The Corporation is headquartered in Washington, D.C. It has three hubs in Sub-Saharan Africa (Johannesburg, Dakar, Nairobi) and several field offices. The Financial Markets Department, one of IFC s several industry departments, supports projects in numerous financial subsectors, builds local financial institutions, develops local equity and debt markets and introduces new financing instruments. The goal is to develop efficient financial systems that will fuel economic growth in client countries and enhance IFC s developmental impact. The Financial Markets Department is recruiting investment officers to join the Investment and Portfolio Team, which originates, manages and monitors IFC s financial sector investments in Sub-Saharan Africa. The senior investment officer will report to the Financial Markets Manager, Sub-Saharan Africa.

DUTIES AND ACCOUNTABILITIES:
The senior investment officer will lead IFC s financial markets investment program in English-speaking West Africa, including: ?Supervising a small team of investment staff operating out of Lagos and Accra, including forming transaction teams and assigning specific deal-related responsibilities; ?Ensuring quality in the origination and structuring of new transactions; ?Managing high level client relationships and provide insight into sector developments in client countries to anticipate new investment opportunities and performance issues; ?Guiding portfolio related activities, including waivers, rights issues, restructurings and exit recommendations. ?Lead in the preparation of country strategy papers, briefs and project profiles.

SELECTION CRITERIA:
10+ years of relevant experience in the financial sector, including a solid operational understanding of commercial banks and other financial entities in emerging markets. ?Documented experience and expertise in identifying, evaluating, structuring and negotiating private debt and equity investments; experience in portfolio management. ?Previous experience in managing small teams, including possibly in different locations. ?Sound business judgment and strong problem solving/negotiation skills, as well as ability to work effectively on simultaneous projects under time pressure. ?Excellent verbal and written communication skills in English; understanding of French or Portuguese a plus. ?A keen interest in development finance and working in a multicultural environment. ?MBA or equivalent degree with specialization in finance.
